The Detroit Water and Sewerage Department (DWSD) has developed a new income-based water affordability plan – Lifeline H2O Program. Eligible households can get a fixed $34 monthly bill covering water, sewer, and drainage up to 6 CCFs per month.

You'll need to provide proof of one of the following:

  • All income earned in the past month for everyone in your household OR
  • A current award letter from one of the following programs: SNAP, Medicaid, MEAP, TANF, FIP, SER or SSI

To qualify, you must:

  • Have a household income ≤ 200% of FPL
  • Be a DWSD account holder
  • Use the service address as your primary residence

Important Notice About EasyPay:

Customers currently enrolled in EasyPay should review this before applying:

Per Detroit Water and Sewerage Department policy, you cannot be enrolled in both Lifeline H2O and EasyPay at the same time. If you are approved for Lifeline H2O, your existing EasyPay payment plan will be voided. If you prefer to keep your EasyPay plan, you may choose not to continue with your Lifeline H2O application.

You cannot save and come back later. Please make sure you have all your documents ready before you begin. Review each page carefully, as you won't be able to go back and make corrections once you move forward.
